Sir:-
I am directed by Secretary Sir E. Grey to acknow-
ledge the receipt of your letter of the 24th ultimo
requesting to be furnished with any observations which
he may have to offer on a despatch from the Governor
of Hongkong on the subject of the suggested Interna-
tional Commission or Conference to be appointed to in-
vestigate the opium question.
I am to transmit to you, to be laid before the
Secretary of State for the Colonies, a copy of a note
dated February 26th from the American Chargé d'Affaires
stating that further information on the subject of the
proposed procedure of the Commission will be communi-
cated to His Majesty's Government in due course.
Since then no information regarding the matter
has reached this Department; but if eventually ar-
rangements are made and a British Commissioner appoint-
ed
